Players ragdoll have no collision with non local building (causing issue with corpse respawn)

Description

When a player die on a non local building spawned on the host / dedicated server, his ragdoll will fall through the floor. This can be problematic for building spawned on water or in altitude, or even compositions, especially when the mission is using some revive system. A player then can be stuck under a building. {F19923}

Steps To Reproduce
  1. Download the mission "death_physic_issue.Stratis.7z"
  2. Install it in MPMissions folder
  3. Launch the mission with two player.
  4. Make the second player (non-host) go to the upper level of the house and "respawn"
  5. Notice his body falling through the floor

This can be problematic for building spawned on water or in altitude, especially when the mission is using some revive system.

Confirmed, actual problem
Obvious troubles with some revive/wounds systems, so must be fixed

Good repro also in #9621.

Could someone please retest this in DEV branch (revision 124216)?
Non-local static objects (like buildings) should now collide with ragdoll same way as local static objects.

Tested on DEV, seems to be fixed. Thanks a lot. Too bad that they still don't collide with vehicles though.
