@DanielNL, your task title implies that the Titan AT launcher can be zoomed in when outside of multiplayer. Is that correct?
In what multiplayer mission or missions were you not able to zoom in with the Titan MPRL Compact? I just tried on A3Wasteland v1.3b and it worked without issue.
If I were to pitch in, I have had this issue on King of The Hill servers, zoom seems to be possible though, just requires you to spam the zoom buttons. Same with the sniper scopes that allows zoom, dms, khalia, lrps etc.
Same problem with vehicles such as tanks, AA tanks, APC's, MRAPs, anything with a turreted scoped. Also happens in commander view.
On Tanoa, CCG wasteland server. I'm surprised it is working for you. I tried zooming in with the thumb button on the mouse (in 3rd person view I can still zoom in/out with the thumb buttons), so the keys configuration didn't change apparently (also after the patch I clicked "don't changed keybindings").
Control Keys checked? I think this may be an overlay of keys with different tasks.
Mission on the server may have the keys for the other teams, too, must be taken into account.
I have no problem with the zoom. There were problems in other keys.

I heard of others aswell having this problem. On the big ArmA patch I clicked "leave controls as they are" so nothing would be changed... maybe that caused a bug? It actually IS possible when spamming mouse, after 5-20 fast clicks or so it WILL ultimately zoom in, same spamming needed to zoom out again...

I Am having the same issue, with lrps and ams and in the tigris and t100 tanks (haven't tried any others) this problem has only occurred since the last update (the one with all the fancy foot step sounds), what one is more important in a mil sim? roll it back it was working better before.

I can confirm this bug.
It only happens in multiplayer. (does not matter which one: KOTH, Wasteland => any)
I can not toggle zoom in/out (2x num+ or 2x num-) when in third person camera.
Same thing with custom key-bind. (example: space & mouse button 4)
Made a new profile using new default key-binds, bug is still there.
Scope zoom is unresponsive, sometimes does not work at all.
Bug is most likely to happen while having low fps, being in combat-zone in KOTH and having a lot of players around you.
It is less likely to happen while being at spawn base and having high fps, low ping.
It is like zoom has become server-side instead of client-side feature.
And we are waiting for the server to confirm our request to zoom in...
I tried to join CCG - UK|EU #2 Tanoa Wasteland but I was kicked, presumably for excessive ping.
I joined ARMAKOTH.COM - King Of The Hill - AU #1 - teamrevolt.org with ~60 players running King of the Hill by Sa-Matra (v9.1, Custom) and I still could not reproduce the scope zoom issue.

Jawsh: To reproduce this issue use some sniper rifle ie. lynx with LPRS scope (or use Titan launcher) and while aiming to the AO in KotH from any distance outside of said AO while area has players inside.
Preferably aim to the AO from distance of more than 1000m and be sure there are multiple players inside the said AO and the area you're aiming through scope.
Sometimes zooming works pretty good but when area where you are aiming contains player or multiple players second zoom level won't work at all or very erratic at best. At the same time zooming out from second zoom level (if you managed to get that zoom level working in the first place) is almost impossible.
You can get the second zoom level to work when not aiming at the area what contains multiple players. Somehow spawning area does not prevent you to use second zoom level (at least it works for me in spawn area).
Second level zoom works too if you move your crosshair away of AO and then press zoom key but that's not very practical.
While this issue is titled to Titan launchers the same problem occurs constantly with every scope that can be zoomed twice. Second zoom level stops working in some conditions and I can reproduce these conditions every time I play.
I was able to erratically reproduce this issue with a Titan MPRL Compact using the steps that @Deranged provided. Mission was: Custom_KingOfTheHill_by_Sa-Matra_for_TEAMREVOLT

YESSSS finally! What are next steps? :) Checking in debug mode what happens on client/server upon "spamming" zoom key?
This issue still remains..... try playing a full match of koth. Because it is a problem that seems to get progressively worse during a game or period of play.
This problem is in scopes, launchers, tanks, aa tanks etc. You zoom in, in the Tigris then you can"t zoom back out. Having this happen while engaging multiple Pawnees etc is the worst.
I understand the need for fancy footstep sounds in a mil sim, i really do, but not at the expense of practical game mechanics.
everyone keeps asking about the problem in game.
it may be an issue like when the ammo sizes where changed and the mags for the zafir would not load into the gun in koth, it turned out to be that the servers still ran the old mags with the new guns.
note: when my scope is jammed and non responsive. this is the full screen animation of the sight, when i go back out of scope the same buttons work fine to zoom in and out in the screen where you can see your weapon. flick back to scope and its still jammed.
And no reply from the ArmA 3 team... just great how they support their game/the players.

So the mission that you play, there are:
- Your key Zoom performs in the mission assigned to another action
- In the mission assigned to another zoom key

I tried the issue reported by you in Editor and zooming (Titan Launcher) is very quick even in case of big battle in front of me.
Can I ask you to make a repro video?
What I need:
- Disable all mods
- Go to Eden Editor (for example Tanoa island)
- Spawn some enemies in front of you (make a long range) - you can spawn Blufor and Opfor unit against themselves too
- Add script this allowdamage false to Init to all units (including you)
- Spawn yourself as AT Rifleman with Titan Launcher
- Try to zoom on fighting units and check zooming and it speed
- Send us recorded video and add comment to ticket how it worked
If problem has occured just at MP servers (KOTH, CCG, Exile and so on)
I´m afraid that is no vanilla problem but we´ll investigate it, don´t worry. It could be caused by mods or scripted keybindings set by mod admins.
As some guys wrote here before me. Try to set a new keybindings if it´s possible.

Didn't my repro steps work for you in multiplayer mode?
This issue happens only as far as I know in multiplayer mode and it cannot be reproduced in editor and in single player scenario.
In MP you need to be aiming at other players where is preferably multiple opponents in the area you are zooming in.
I have reproduced this without any mods, only using mission files that server provides when joining wasteland, king of the hill or any other MP mission.
Keybindings don't affect this at all as some one suggested to recheck keybinds previously and mission files in use where I encountered this problem don't have any hard coded binds in those keys that I use for zooming in/out.
This problem seem to happen only when there are a lot of players (40+) in server and when only 10-20 players are in server zooming works for me .perfectly.
Zoom does not work, or there is a big delay in the playback zoom, as it is written here?

I encounter delays zoom in multiplayer.
I sometimes (hardly ever) encounter when the zoom gets stuck at the maximum, long-standing problem, both from Arma2.
@Alwin Have you considered that the problem might be related to network activity and thus to arma netcode? How do we reproduce bugs like that in editor?

Yes Alwin it is related to network because we have noticed that it happened in an optic with zoom option ou laserdesignator when two players use them at the same time.

Yes there is a problem when used alone.
I have Problem zooming in and out of any scope. (multiplayer only)
Also this affects toggle zoom in/out (in 3rd person)
We have done a test on a dedicated ArmA 3 server involving 12 to 14 players.
Server and mission :
- Vanilla : zoom is working Ok with laserdesignator and with AFV-4 Gorgon
- Vanilla + CBA 3.1.2 : zoom is working Ok with laserdesignator and with AFV-4 Gorgon
- Vanilla + CBA 3.1.2 + R3F_armes_3_4_2 : zoom is block with laserdesignator , JIM LR, with R3F Optics and with AFV-4 Gorgon for nearly all player. It is still working for one or two players.
- Vanilla + CBA 3.1.2 + R3F_armes_3_4_2 : no bug on vanilla optics.
We join client.rpt files :
first for vanilla version,
second with CBA and R3F French Weaons pack addon
We just notice this error :
23:32:40 [XEH]: Usage of deprecated Extended Event Handler "fired". Use "firedBIS" instead. Path: @R3F_ARMES_3_4_2\bin\config.bin\Extended_Fired_EventHandlers\Man.
Note that this issue appeared around SPOTREP 1.64. We had no problem before with the R3F weapons addon.
Helping this test could help to solve the issue.
Pleeeease please Bohemia resolve this issue until the weekend. URGENT. Affecting thousands (if not ten thousands) of ArmA 3 players.
