Seems to have been caused by MSI afterburner update to latest version
removal cures it, I will likely revert to previous version.

Further info,
When in 3rd person view looking down toward the ground to loot / navigate indoors seems to cause this to be louder.

Yes all 0.61 upto now (23/11/16)
I'm using a very well configured 5.1 sound setup in my "Man Cave".
I have figure out that this is caused by the slight offset to one side when in 3rd person view
if you switch sides (double pressing q,e keys) it moves to the other side, or if you switch to 1st person the sounds are very quiet.
So you could argue this is not a bug but just even more precise positioning, if you look towards the floor the player sounds move towards the rear speakers also

Well i have motion blur turned off
but i guess on some slower monitors this may appear as a blur.
