Geez changed the status of T191425: Ps5 fence kit bugged from New to Reviewed.

It is likely that the kits are clipping into some collision of the object. In such case it will not let you place them.

I also forgot to mention that if you already have heat buff and THEN you disable the HUD, this bug won't show up. and it will work as everything is find.
You first need to lose your heat buffs, then turn off the HUD and then if you try to warm up and gain some heat buffs, it will not show up in the inventory menu when HUD is disabled.
