Possible reason:
99% GPU load when I'm looking to the coastside/sea
40-50% GPU load when I'm lookin into the landside/city

HD 7970
16GB DDR3

60-100 FPS on coast side, or without buildings.
20-30 FPS in cities like Cherno, Elektro etc.
