I've found that the ladders on the south side of the ship do not work, but the ones on the north side seem to work fine.

This may be an issue having to do with loot spawning. I also visited Berezhki on two separate occasions several hours apart to find no loot in any building, boat, or on the ground.

I believe if you turn off post-processing effects you'll never get the blur.
