Here is a scrubbed snippet from the RPT just before the server freezes. It shows 5 players connect and are put into WaitPlayerAssignedLoginState state. But this happens before the server is unlocked, which seems suspicious to me. Is this expected for players to be able to connect before the server is unlocked?

I noticed that that there are actually 2 crashes. The first, during a scheduled shutdown, as it is kicking players. It generated this crash and minidump.

I'm also experiencing the exact same issue, also happens just a few times a week across each of my 3 servers since updating to 1.25. It seems to happen consistently after the first 5 players rejoin the server after a restart.

Attempting to isolate testing further, I'm able to reproduce this crash almost every time during the shutdown sequence:

FYI, I'm able to usually reproduce the crash by sending a manual rcon shutdown. It is not 100% consistent though.

This happens when there is a mod compatibility check that fails. Instead of showing the PBO error message, the client is stuck here showing the Position in queue: 0 screen.
