disabling launch options worked for me

here are mine:
-skipintro -nosplash -noPause -noborder -cpuCount=4 -maxMem=8192 -maxVRAM=2048 -world=*empty

Also happens on Windows 8.1 64 bit!

AMD radeon R9 290 graphic card with the latest driver on my system

Game is not playable at the moment.
