[Feedback/Exploit] Enemy players (or griefing friendlies) can falsely empty base supplies and block all defender respawns

Game Version number: 1.1.0.42 Steam
Modded?: No (but also yes)

Background:

A player can interact with the inventory screen of a container with supplies and drag out supplies into boxes of 100 units or less that then spawn nearby on the ground (or often on top of the container or other boxes). I am unsure if this is possible on console or only PC, as I've heard "advanced supplies manipulation" is only available to PC players.

Issue Description:

This can affect base supply storage points, like the command tent or medical tent. When these supplies are now sitting on the ground instead of in the dedicated storage of a base structure, they no longer seem to count towards the supply count for respawns. This means that an enemy player can walk into a base, and as long as they can reach each of the storage points and interact with them within ~45 seconds, they can stop all players from spawning to defend (except for bases with bugged/special supplies, usually the main capture points also pulling from nearby FIA storage). This is unfair and an exploit.

Solution (kinda):

Supplies within the vicinity of a base (even on the ground) should both count towards the respawn and not ever despawn. Also, manipulating supplies should take time, and (slightly unrelated) there should be player choice in manipulating where "free-floating" supply crates go. I would also mention that spawning AI defenders to give time to respawn before enemy players can access the supply points is a moot point until the servers can actually handle a feature like that.

Steps To Reproduce

Enter the inventory screen of a container with supplies (or the local inventory near a supply container) and drag and drop from the container to the empty spaces of the local inventory. Then select the number of supplies to include in the box (up to 100). Reproduce at enemy base and be a bad person.

Additional Information

While I've heard this has existed for a while (I've talk with quite a few common Soviet players about it) it didn't seem to be used often. Now it seems to have grown in popularity recently among the American player base on official servers, and has made quite the terrible experience.

Glad this was brought up. It has grown in popularity. It actually works better with a truck as the loading and unloading is quicker and you can try to drive off with the haul. I know of players on both sides that use it but the "strat" is getting more popular.

I'd argue that it's easier (and more exploitive) without a truck. A truck requires you to line up the vehicle close enough to each storage, which may not even be possible depending on base design, and it also has a limit of 600 supplies. Considering that bases have a soft cap of 1500 supplies, that would be 3 truck-loads, so you would either need to bring 3 trucks, or dump the supplies from the trucks outside the base (which then defeats the purpose of using them in the first place). On foot you can almost always access the signs to remove supplies from them, and there's seemingly no limit (that I've found) to how many supplies you can dump onto the ground in the same spot. Plus, you are vulnerable in a vehicle, while on foot you can engage any threats you come across.

I feel like using a vehicle to move supplies out of a base is more ok, as it makes a bit more sense. That said, I do think it needs to be balanced with needing time to interact with supplies.

Yeah, definitely think this is starting to catch on. Today I had matches that I consider ruined from players exploiting this (throwing all of the base supplies on the ground.

I think we just shouldn't be able to drag supplies into the vicinity anyway? It always looks tacky with pallets of supplies stacked on top of a tent. Require them to be moved into another storage location like a vehicle or another composition. If the enemy is going to come and steal supplies let them, but yes they should have to leave the base with those supplies to prevent respawns.
Overall I think it's best to just not allow spawning on bases that are under attack/ being captured. Make the defending team have to regroup at another base and come back for the attack. Or maybe they have a command truck or Radio deployed near by.
