I understand nerfing the improvised shoes. They lasted way too long and were very quiet. But the volume has been raised to the point it just sounds like normal shoes. I cannot detect a difference between them and normal shoes. They do not sound like a softer cloth material and seem to offer no benefit other than making shoes if yours break. The sound difference is immersion breaking.

Test improvised shoes vs normal shoes and they sound the same in both volume and actual sound effect of walking.
I have only tested this by listening to myself walk, I have not heard someone else walk with them to see if there is a difference from another point of view.

I thought this may be a bug because the sound is not the same as it used to be. I thought the volume would just be raised slightly when walking.
yeah, can't understand people's complaints that the footwraps were too OP. All they really were was a form of going barefoot but using your rags in advance rather than afterwards. Basically a form of preparing in advance for something you might use later.
If you don't want to make them quiet by some reason, then ok. I'm not sure which game mechanics are involved here or what the game designers' perspectives might be. But at least, make them sound differently from the rubber boots. Not quieter, but different. Because now it sounds just as a bug.
