If you don't want to make them quiet by some reason, then ok. I'm not sure which game mechanics are involved here or what the game designers' perspectives might be. But at least, make them sound differently from the rubber boots. Not quieter, but different. Because now it sounds just as a bug.

I liked this “stealth” feature. I don’t think it was some kind of “cheating” or taking advantage on some players, because we “pay” for this feature with cold and very low durability of the feet wrapping. I would agree even for more penalties for using the feet wrapping just to have this feature available.
