Description

Units that have enabled dynamic simulation (so they do stuff when player is near and freeze when he's not) are frozen whenever player is a passenger of AI-controlled vehicle, or when both player and AI are passengers. Dynamically simulated units will stay frozen as long as player is in that vehicle, leaving it in any time enables simulation again.

Dynamically simulated vehicles with dynamically simulated crewmen also won't move.

Very important thing is that this does not occur with base Arma 3. Once any DLC, Creator DLC or mod of any type is loaded, this bug will happen.

Steps To Reproduce
  1. Load up the game with any DLC or a mod.
  2. Place a group with player leader and a teammate and an empty car (for example Hunter).
  3. Place a group of dynamically simulated units, can be with Move waypoint to be easier to notice the issue
  4. Start scenario, order teammate to jump into the driver seat and get in as passenger.
Additional Information

I did some further testing after posting this task, that's why so many edits. I think this is a severe issue as it completely breaks mission optimization through dynsim if mission maker uses any additional, official or not, content.

Do your playable units groups/units have the "wake dynamically simulated objects" option ticked? Or "player triggerDynamicSimulation true;"

Yes, just check the video I added to the Additional Information section. AI is simulated correctly when player is not in vehicle controlled by AI or AI is not in that vehicle as driver/another passenger.

They indeed only consider vehicles if the commander is a player, not if a playe ris sitting in the back seat.
Why this only happens on modded I don't understand, I can repro in vanilla.
