1.13 EXP Ruined items not dropping to the floor

Description

When hitting with a ruined item in your hands, it doesn't drop to the floor. Ruined melee weapons still deal full damage.

Steps To Reproduce

Ruin an item
Punch a wall

Ruin a melee weapon
Punch a zombie
