What you are asking for is already possible.
I'll list your options.
#1: Play solo in Hardcore mode. Your character will be saved to the Hardcore (1st person) hive and you will still have your 3rd person character saved to the 3rd person hive.
#2: Opt into experimental. It is a quick download and you will not lose any character data from public branch hives. You will then have the option to start two new character in each hive type. Hardcore and 3rd person.
With the two options listed you can have 4 different characters all at once and there is still one more option.
#3: Join private hive servers. Weather or not a private hive is on Hardcore or not your character data for that specific private hive will only be save to that particular server. This opens the door for dozens of different characters but it is not such a good option as you may end up getting kicked at random or find nobody using the server.

You did state you've been playing on experimental servers.
The fact that this new update saw a much higher rate of players opting into experimental, combined with the fact that the experimental servers are limited in number in comparison to standard servers. You've been experiencing what I call 3rd-4th generation looting.
This means that so many people have been cleaning out the few servers to stay alive that this problem is completely unavoidable. It is a realistic aspect to survival in this type of world.
Now that you are aware of the problem, you can take steps to adapt and overcome it. Simply traveling to less popular locations may be all you need to do, remember the two points in the start of my note.
More players + less servers = scarce supplies
Go off track of the usual high gain routes most players are known to take. Hit smaller towns and the less popular locations. Your mind is your only weapon.
I haven't noticed this, but I am curios still.
