Me and a friend noticed as well that this seems global. Happens at exactly the same time for both of us no matter where we are on the map in relation to each other.

We both use EVGA Precision X for monitoring our video cards performance/usage and the stutters were in sync between both our computers (computers not located at the same place, different houses, different internet connections, different specs)

I am also experiencing the same issue, this started maybe 2 weeks ago. The only modification I run is Breaking Point.

that info on tmp0 though holds true, I see that in my task manager also and when I end it, steam goes back to saying I'm not playing anything.

Any progress on this issue? Was reported over a year ago and it's really annoying for those of us with multiple screens.

I've had times when playing multiplayer in the middle of a fight and it minimizes and that has put me at a disadvantage while I try get back in to game!

Edit: I notice reported OS for this ticket is Windows 7. I am on Windows 8.1 64bit with the same issue.
