This effect is pronounced when you have the "max zoom" option in gameplay enabled. In addition, even if you can manage to read the compass it seems that the azimuth is incorrect. Workaround is to get out of car, stand up, get back in.

This is .62 which is basically a dead branch of the game, all development is on the new engine in .63. They will fix some critical errors but they're certainly not concerned with visual problems as this build is no longer under active development.
