You are absolutely correct. Thing is, this is quite critical. It breaks voice acting.

I believe this emerged with 1.46, I've been using voice acting a lot lately and only noticed the bug recently.

On Dev Build 1.47.131311, this issue (http://feedback.arma3.com/view.php?id=24502) is still present. Check the attachment for easy testing.

Nothing is wrong with it. It's not as fast. It's more of a convenience feature.

While this is the minorest of minor issues, this is exactly the kind of things that will be pointed out in potential reviews... This is so easy to fix, there is no reason not to.
