Relying on mods to fix things is not the best idea.
Not everyone might be willing to install mods. Not all servers support ACE. So saying "ACE will fix it" is not very helpful.

No. The grass won't be rendered to the screen. Instead, it will be rendered to a separate (invisible) mask texture, which will be used to mask the enemy soldier.
So, instead of using some random grass texture to mask the enemy, the game will use the actual grass geometry to create the mask.
As Drill said, this will make the mask consistent with the actual visible grass, when viewed from a shorter distance.

You probably want to try pressing "N" while in Optics Mode.
