AFAIK that soundsetting is not bits, its the max amount of sounds that may play at the same time.
Fixed in the (recent) Development build that changed the lighting, however, so far only the lamps in the harbor seem to have been updated, most of the inner town is still completely dark.
Seems fixed for all lights i could find, including vehicle headlamps. Looks nice.
A side effect that seems introduced around the time of my last feedback is the rather light sky, even at moonless nights. While the lighting of the terrain seems to correspond nicely to the brightness of the moon, the sky is always quite bright, mostly above the horizon.
During moonless nights this gives completely black terrain, with a nearly lightblue night-sky, which does not make sense. The sky should be scarcely brighter than the terrain, as the terrain should take its lighting from the entire sky, not just the moon.
