When someone holding launcher lies down, he puts away the rocket to carry on the back and then goes prone.
Please press z multiple times when you are putting away the launcher, so that you'll be stood up.

And as long as enemies in Houdan and the reinforcements are killed, you can ignore the retreat order.
So you can complete the mission seeing spared AT threats wrecking tanks.
I recommend you to set the trigger in destruction of a tank, since in reality the Nato army would have captured the Titan launchers, using same AT missile system.

You need to kill all the enemies. Just spare static AT launchers.
