I can confirm that this occurs. Double tapping shift does not fix the issue. I have heard on Reddit that pressing the right mouse button can fix the issue, but that isn't really the point. I think the game thinks you are aiming a weapon (so you can't run), but without any weapon in your hands.

I believe the game thinks you are still 'aimed' with your RMB, regardless of whether you even have a weapon in your hand. I heard on Reddit that right-clicking fixes it. It is still a bug, regardless.
