no its been in around in the dev build for a few versions {i haven't tried today's build yet}.
The easiest way to replicate this is to go into editor chose a tank {i use the kuma} and place a hostile car 150m+ at your six so the gunner doesn't auto detect it. then {as tank commander} try to order your gunner to attack it, manually selecting your gunner then ordering him to fire via scroll wheel wont even trigger our audio command track, and your target key only puts the targeting square on it {but ai controlled turret wont move}.
i'm running just the vanilla game, no mods.
