Is your FPS rate improves after a while or is it stays at 20FPS? If it rises - almost positive that it is due to lack of RAM and constant swapping pages between the RAM and the page file and if the FPS does not rise after a while then probably too high video settings for your GPU.
At current stage of development the game is far from optimized. Mine Intel i5-4690 + 8GB DDR3 1600 + Gainward Phoenix GS GTX1060 6GB with 240GB SSD Kingston Savage (550MB/s read) are not enough to maintain constant 60FPS+ on max levels, I had to lower some options to assure smooth game play at decent FPS rate.
Lower some details and go for more RAM. Also remove some bloatware and background services to increase free RAM.
