I have the same problem to.
With this as start parameters "-maxMem=4096 -maxVRAM=2047 -cpuCount=4 -exThreads=4 -nosplash", a standard cfg and very high setings (post processing dissabled, hdr off, AA off, FXAA off) i get 60-80FPS in forests or nature and in cities i get most of the time 20-30FPS. Sometimes a bit more.

I play on servers with good pings and 40players on it.
