1. Created a new local user called steamservice,
2. gave it a complex password and put it in the Administrators Group,
3. open services.msc and find the Steam Client Service,
4. Right-click and open properties,
5. Choose Log On tab then This Account and click Browse,
6. type in the new steamservice user then check names, ok,
7. type in the password then hit ok.

This fixes the issue.

It is an issue with Windows 10 and not the game.

I too have experienced this.
