Additionally to make actions which do not go to completion work, start the action and immediately press and hold the move forward key until the action is completed; it has worked every time for me since I heard about this. This works with actions such as apply splint, make splint, drink all, skin animal, etc.

I am also getting this bug. Only happens when it is raining, it is a dark ring of shadow around my character. It is fixed when in first person mode. I am running an Gigabyte Windforce AMD Radeon R9 290 GPU.
