I thought this was a bug at first too... it is just confusing. Either you have walking on by double hitting shift, or you clicked the right mouse button (not holding it to zoom, just a short click) which acts like you have a rifle raised (ie moving slowly). Whenever this happens now I can get back to running fairly easily. I would say the issue is resolved?

I can confirm this bug. The workaround works for now though.
