I tested it on the test servers today and both times that I made one it seemed to work just fine without creating a duplicate bag.

I have found the solution to the problem. Disable your In-game steam overlay and you should be able to move again.

I am also having this issue and I haven't been able to even try out 0.63 at all. I tried reinstalling the game but with no luck.
