AFK Player sits idle on an official server populated by 1 player and then server mission does not restart for any additional players. New players join and missions can never start because player is AFK blocking functionality of "#vote restart," due to lack of participation.

Steps To Reproduce
Goto any Official Arma III server populated by 1 afk player. If mission has previously been completed failed or success state will not reset to start of new mission. Mission states on Official Servers seem to require admin manual restart.
Additional Information
- recommend allowing "#vote kick x" to work with 100% success by 50% user pop for servers populated by 2 users minimum
- auto-restart missions after delayed timeout of 5 minutes for Official Servers populated by 1 or less inactive users
