I found this to be a vehicle desync (global - local) issue in multiplayer, occurring after abit of game time.
It can be fixed by:
- Leave the vehicle
- Tell your AI to leave the vehicle
- Tell your AI to enter the vehicle (as driver and gunner)
- Tell your AI (using the change seat command) to switch to the seat they are supposed to be already in. (this indicates that the server / client do no sync the position of the ai inside the vehicle correctly)
- Get back into the vehicle, the fire and ammo switch commands should be working again.
