In the last few days I've experienced multiple occasions where I have shot another player in the head and they don't die. This is all confirmed by me checking the server logs afterwards. Here is an example. I was also shot in the head with an MP5 late last night while wearing absolutely no headgear what-so-ever and it didn't kill me, I just fell unconscious.

It seems that ruined helmets are acting as if they are pristine, but this doesn't match up with me getting shot in the head with no headgear...

But you are correct, headshots do not work properly. Shock damage to head works OK, but not actual damage. It can easily be tested on zombies, because they do not suffer from shock. Weapons that insta-kill to head now no longer do that most of the time.
They released an experimental patch that supposedly addresses the issue, but nobody's testing it xD. If anybody has friends that are willing to test this on experimental, please do and let us know if it's fixed, perhaps we'd get a stable hotfix sooner that way.

As hleV has mentioned, there has been a fix for the issue on the current experimental patch, can you please check and let us know in case the issue persists on there as well?

I have jumped into Experimental to test it on zombies and it appears to be fixed - headshots now work perfectly with melee and ranged weapons. Since the issue seemed to be mutual for players and zombies (same damage system applied), I declare this fixed.
Please consider pushing the hotfix to Stable ASAP, as this is very important for the PVP aspect of DayZ.
