Steps To Reproduce
Place a missile specialist (AA) as a player and a friendly helicopter. Make sure it's raining (max value of rain);
Try to lock on. It doesn't work.
Now put "0 setrain 0" in.
It works.

How does the lock on range change to the density of the rain?
IR Seekers normally have a limited Lock on ability when rain occurs.

It actually limits the lock-on range. Also on AT. It's probably intentional, so I don't think there's a bug here actually.
Vehicles with radar are not affected, but that makes sense as well I guess.
It's just it created some balance issues, but I think we can deal with it.
