As stated by Hicks. The issue is not with vehicle persistence. It is with vehicle rotation and location. The vehicle is persisting through the restarts. The vehicle last location and orientation is the issue.

I can also confirm. Although it is hard to reproduce and at least for me it tends to be fairly random.
