Are you certain that you have removed the configuration files? When verifying through Steam, a small pop up window appears that has multiple checkboxes for deleting settings/options etc, you have to check all of these. Alternatively you will have to delete the whole contents of your DayZ folder located in your Documents.

Getting the same error after deleting 221100 directory and then verifying local steam files (and ticking all the boxes for the dayz pop up).
