Ok so here is exactly what causes the issue:
Any external controller input blocks drag and drop feature.
If a controller has a switch that constantly sends an input signal, drag and drop won't work until the switch is toggled off.
Holding a button on a controller also blocks drag and drop.
Tested on latest experimental build.

Yes, it was happening yesterday, on 1.07 experimental. I didn't try on today's update
