A plugged in joystick (HOTAS Warthog in my case) prevents user from moving items around inventory using the mouse.
The mouse works fine with everything else, I can even select the items in inventory, just can't drag and drop them.
Unplugging the joystick immidiately fixes the problem mid-game.
