You don't understand the way Food and Drinks actually work.
If you get the message "You are Thirsty" you ALREADY are at like 25% total.
If you now drink, you are up to 35%, so naturally, it will only last for a few minutes. You need to get a green message saying "My stomach is full" or something alike.

How to reproduce:
Use ingame VOIP while you die and respawn. This way you are able to use the VOIP globally.
