Confirmed on 0.50 stable. I was light green energized/hydrated and in only a few minutes of running around I was back to non-energized/hydrated and had to consume all the food and drink in my inventory to get back up.
There are plenty of ways to expand your inventory space already. You can have a mountain backpack, military shirts and pants, and a high capacity vest, and have enough room to carry everything you could possibly need. That's 59 slots; if you get a Smersh vest and backpack you can bump it up to 63. And that doesn't even count layering your inventory in medkits and storage boxes, which can bump your capacity up to a hard maximum of 87 slots.
Inventory management is an important part of a survival game, and if they just let you get as much inventory space as you wanted then the 'survival' part wouldn't be as important. Balancing between food, ammo, spare clothing, and equipment is just part of the game, and you'd better get used to it.

Confirmed on 0.49 stable, not sure about the new stable. On the ground, medkits appear empty and weapons don't have attachments, until you pick them up.
Joeys, I disagree strongly, that issue is vaguely worded and confusingly described.
