I have latest intel drivers 314.07 - have been able to easily recreate on mission editor. Article appears to be a catch on gun and moves free as character moves.

I also experienced this in the vehicle showcase. This was for the weapons terminal and the drivers wing mirror/rear view camera. I found this very irritating
I'm also running an nvidia sli set up gtx670's
