I recreated this as of June 19th 2014, after the stable release of .45 so this has been tested after the newest patch and it is still happening.

Yup apparently if you press wasd all at the same time you instantly break out of them then if you retry to handcuff them with a different pair they don't even need to try to break out of them they just break out automatically.
