I'm having this issue as well. Bad FPS due to low CPU/GPU utilization. Changing settings around does little to change this.

i7 3930k OC'd to 3.8GHz
2 XFX HD 7970's in Crossfire
32gb Corsair Vengeance DDR3
Windows 7 Professional 64bit
