For what its worth.

While it will occasionally happen in Single player / editor mode restarting fixes this. (for me)

However When in a MP match This issue happens for me repeatedly in 2 places.

1. When ever the game is paused to bring up control settings
2. When I die.

Win 8.1 64bit, X-55 Stick and HOTAS and Rudder Pedals - All Saitek, TrackIR-5
I have power saving disabled on everything.

Also I will note that TrackIR never has this problem although sometimes its disabled initially when joining and I have to re-enable it.
