This is normal, feathers just increase the effectiveness of the sharpened stick turning it into an improvised arrow, as does bone further increase its effectiveness. You've always been able to use sharpened sticks as basic ammunition for the improvised bow. Sharpened sticks are just the lowest tier in improvised arrows basically.
