Making them work like a weapon where you hold it at the ready until you sight in would be awesome. Especially when identifying targets for teammates, being able to lower your binocs to check your compass. Or just zooming out to get a better view to retarget before zooming in again.

Toggle zoom also doesn't function while in a vehicle. Momentary(hold) function works, but toggling the zoom function doesn't 'stick' when zooming in or out.
