<var name="FlagRefreshFrequency" type="0" value="432000"/> - 5 days, leathersack lifetime=14400 (4 hours). If I understand this correctly, the flag refreshes lifetimes every 5 days and the leather backpack only has a lifetime of 4 hours, so the flag wouldn't help in this case, only with items with a lifetime of 5 days or more.
