Toggle Verticle Mode isn't working properly

Description

Am trying to align an object to lie flat to sea-level NOT to the terrain... i.e. a fence panel.

However Toggle verticle mode seems to straighten it correctly until it gets down to a certain height above ground then it just snaps to terrain again.

Steps To Reproduce

Select "Toggle Verticle Mode" select "Toggle Surface Snapping" to allow it to go down below surface level and move the object up and down. It will conform to the terrain - incorrectly

Right click > Transform > snap to... will over-ride this, still seems like this shouldn't happen.

Confirmed, those toolbar switched dont seem to do anything

http://feedback.arma3.com/view.php?id=25743 just made pretty much duplicate ticket. It's when the center of the vehicles goes below terrain level that it automatically switches back to surface alignment.
