Description.ext seem to ignore respawnDialog = 0;
"respawnDialog: Show the scoreboard and respawn countdown timer for a player if he is killed with respawnType 3. Default is 1 (true)."

Create a new mission with respawn="BASE" and respawnDialog = 0; in the description.ext
kill yourself

That's intended - respawnDialog sets whether the score table be visible or not, while the counter is affected by respawnTemplates attribute.
