Steps To Reproduce
1-Spawn yourself near any part of the sea.
2-Open your inventory.
3-Remove your clothes and all weapons. (You may leave the hats)
4-Go swimming
5-Enjoy, Stratis is a beautiful place
6-Hold your sprint key
7-Swim out of the water. You should be swimming/floating now.
Additional Information
My sprint key isn't the default one (shift) but I don't think that makes any difference.

I can reproduce it.
However, the clothes are not important but you must not carry any weapon and you must carry binoculars.
Also note, that the character will be stuck in the swimming animation and if you move the scrollwheel, the tooltip says "Hide binoculars".
Using version 0.60, my sprint key is the default one.
