Well, actually it's not just the option that's gone. It's rain all along. You can't activate rain through scripting either.

They must be working on new rain technology.

Finally!!

I'm waiting since the first Flashpoint for a better physics and animation for the rain.

Yeah i though i was the only one who couldn't get it to rain.

Missing in Beta (0.70) as well.

They haven't implemented rain yet so disabling the option is the best way to stop people from complaining that it isn't working.

So at the moment in this stage of development the missing rain isn't a bug, and it's a road mapped feature, so I would say that this ticket is unnecessary.
