Although really cool, wingsuits are of basicly no military use.
For HALO jumps you want to get to the ground as fast as possible and not extend your time in free fall.
For HAHO jumps, where you want to cover distance over ground while in the air, you would use a parachute for two good reasons. First you have by far a better glide ration and secondly you have the ability to take gear (or even non-skydiver personell) with you.

Also cannot imagine a single scenario where BASE jumping would be required or even a feasible option.

Wingsuit will very nice if its been put in arma3. Now a days, army forces use this vests to do some missions with long range jump, without spot aircraft on radar!
